Dan Harter
I was born and raised in the Spokane Valley. I graduated from University High School. I have been married 41 years and a father of four. I graduated from the University of Alaska Anchorage with an Applied Science degree Cum Laude. I started my postal career in 1984 as an LSM operator in Anchorage, Alaska. I worked in Anchorage for 9 years before transferring to Spokane in 1993. I’ve worked at the plant ever since then. I have been a postal worker and APWU member for 40 years. I opened Ruby Street Motors in 1997. What started off as a “hobby” developed into a very successful family business. My other hobbies include photography, hiking/backpacking, camping and fishing.

Secretary
Treasurer
My name is Kat Guerrero, and I am the newly appointed Secretary/ Treasurer for APWU Local 338 as of September 2025.
I am eager to learn all I need to better serve my fellow brothers and sisters. My union experience began when I was a mailhandler, and during that time, I served as a steward for about two years. In that role, I learned the importance of truly listening to members and ensuring that their concerns are heard. I will continue this practice with all the members of Local 338.
I strongly believe that communication is the key to bridging gaps and progressing toward a stronger, more united union. I am open to any suggestions, directions, or opportunities that can help make our organization as unified as possible.
Please feel free to contact me with any questions or concerns. Together, I am confident that we can overcome obstacles and break through any boundaries that stand in our way.
I am excited to work among you and for you during my term as Secretary/Treasurer
